How Many 12-2 Romex Cables Can Go in a 3.9 Cubic Inch Pancake Box?

The honest answer surprises people: a 3.9 cubic inch pancake box will not legally hold a single 12-2 nonmetallic sheathed cable feeding a light. It will not hold a 14-2 either. Run the numbers from NEC 2023 Section 314.16(B) and the box comes up short before you even get to the fixture.

The box fill calculation

Table 314.16(B) assigns a volume to each conductor by size: 14 AWG is 2.00 cubic inches, 12 AWG is 2.25, and 10 AWG is 2.50. Then 314.16(B) tells you what to count.

Each insulated conductor originating outside the box and terminating or spliced inside counts as one. A 12-2 cable brings a black and a white, so that is two at 2.25 each, or 4.50 cubic inches. All equipment grounding conductors in the box together count as one single volume allowance based on the largest ground present, which adds 2.25 for a total of 6.75 cubic inches. That already exceeds 3.9 by a wide margin, and nothing has been added for clamps or a device yet.

With 14-2 the total is 2.00 plus 2.00 for the conductors and 2.00 for the ground allowance, or 6.00 cubic inches. Still over 3.9. Internal cable clamps, if present, add one volume allowance based on the largest conductor in the box. A yoke or strap supporting a device adds two allowances.

What the exception buys you

Section 314.16(B)(1) contains the exception that makes pancake boxes usable at all. Conductors that originate and terminate within the box and are no longer than 6 inches, measured from the point in the box where they emerge from a raceway or cable sheath, are not counted. In practice that covers luminaire fixture wires that come out of the light itself, so the pigtails on a flush mount fixture do not consume volume. It does not cover the branch circuit conductors, which is where the 6.75 cubic inches comes from.

So the realistic uses of a shallow round box are limited: a fixture whose canopy is listed and marked as part of the wiring enclosure, where the manufacturer instructions permit the splice inside the canopy under 110.3(B) and 314.5, or a box with a marked volume large enough to do the math. Many pancake boxes are marked 4.0 to 6.0 cubic inches, and a few 1/2 inch deep 4 inch round boxes reach 7.0 or more, which does fit a single 12-2 with room for the ground and clamps.

The practical fix

When a customer wants a low profile fixture on a ceiling with no room above, the usual answer is not a pancake box. It is a 4 inch round box 1 1/2 inches deep at 21.0 cubic inches recessed into the joist bay, or a fixture listed with an integral junction box in the canopy. If a pancake truly is the only option, land the branch circuit in a proper box nearby, run a short piece of raceway or cable to the pancake, and keep the pancake as a support point only, verifying the box is listed for luminaire support under 314.27(A).

Always read the marked volume stamped inside the box rather than trusting a nominal figure. Section 314.16(A) requires boxes other than those described in Table 314.16(A) to be durably and legibly marked with their volume, and that stamped number is the one the inspector will use.
