Can I cut strands off the end of a wire to fit it into a breaker?

No. Shaving strands to get a conductor into an undersized lug is one of the classic shortcuts, and it fails on several code sections at once. It also creates a hot spot in exactly the place you least want one.

Why it is a violation

Section 110.14 of the 2023 NEC requires conductor terminations to be made with pressure connectors, solder lugs, or splices identified for the conductor. Section 110.14(A) adds that terminals for more than one conductor and terminals used for aluminum must be identified for that use. A lug is listed and torque rated for a specific conductor size range, and a conductor with strands removed is no longer the size the lug was tested with.

Section 110.3(B) then requires listed equipment to be used per its listing, and the breaker listing includes its wire range marking. Section 240.4 requires conductors to be protected in accordance with their ampacities, and a conductor you just made smaller has a smaller ampacity than the breaker ahead of it. If you remove enough copper from a 4 AWG to fit a 6 AWG lug, you now have a 6 AWG worth of metal under a breaker sized for 4 AWG.

The physical problem

Stranded conductor ampacity depends on the full cross section, and the current in the run behind the lug does not shrink just because you trimmed the end. All of that current has to squeeze through the reduced section. Resistance goes up, temperature goes up at the termination, the lug relaxes over thermal cycles, and you get the loose connection signature that shows up on a thermal scan as a bright spot. Cut strands also leave sharp ends that can pierce insulation or bridge to the adjacent phase.

The compliant fixes

The first option is a listed reducing terminal or pin terminal. Manufacturers make crimp on pin adapters and mechanical reducers that accept the larger conductor on one end and present a smaller, listed shank to the breaker. Because they are listed for that combination, they satisfy 110.14 and 110.3(B).

The second option is a listed splice in an accessible enclosure. Splice the large conductor down to the correct size for the device using a listed connector under 110.14(B), then land the smaller conductor. Remember that 240.4 still applies to the smaller conductor, so the breaker must protect the smallest conductor in the circuit unless a tap rule in 240.21 applies.

The third option is often the right one: use a different breaker or a different lug. Many breakers are available with a larger wire range, and panelboard manufacturers publish lug kits for their gear. If the conductor was upsized for voltage drop, 250.122(B) also requires the equipment grounding conductor to be increased proportionally, which is another reason to keep the conductor intact all the way to the termination.

Never cut strands. Buy the pin terminal, install the correct lug kit, or splice down with a listed connector in an accessible enclosure. Torque every termination to the value marked on the equipment, because 110.14(D) requires it and an untorqued lug undoes the whole exercise.
