Is the six disconnect rule still in the 2023 NEC?

The six disconnect allowance still exists, but it does not work the way it did before 2020. The change caught a lot of contractors off guard and it is still generating failed inspections.

What changed in 230.71(A)

Prior to the 2020 cycle, Section 230.71(A) allowed up to six switches or circuit breakers mounted in a single enclosure, in a group of separate enclosures, or in or on a switchboard or panelboard. That is where the classic six throw main lug panel came from. The 2020 edition rewrote the section, and the 2023 NEC keeps the new language. Section 230.71(A) now requires that for each service permitted by 230.2, and for each set of service entrance conductors permitted by 230.40 Exception No. 1, 3, 4 or 5, the service disconnecting means shall consist of not more than six switches or circuit breakers mounted in a single enclosure, in a group of separate enclosures, or in or on a switchboard or switchgear, with each disconnect installed in a separate enclosure.

The key phrase is separate enclosure. Six single pole handles behind one deadfront in a main lug panel is no longer the compliant arrangement it once was. If you want more than one service disconnect, you need a listed piece of gear where each disconnect sits in its own enclosure, such as a metering pack, a group of individual disconnect enclosures fed from a wireway or splitter, or listed switchgear.

What does not count toward the six

Section 230.71(B) lists devices that are not counted as service disconnects. That list includes power monitoring equipment, surge protective devices, control circuits for power operated service disconnects rated 1000 volt amperes or less, and ground fault protection systems or fire pump disconnects where installed as part of listed equipment and where they are not capable of interrupting the entire service. So a whole home surge protector or a metering CT block on the line side does not eat one of your six.

Grouping and marking

Section 230.72(A) still requires the two to six disconnects to be grouped, and each disconnect has to be marked to indicate the load served. Section 230.72(B) covers the fire pump and emergency disconnects, which must be located remote from the one to six normal service disconnects. Section 230.85 in the 2023 NEC adds the emergency disconnect requirement for one and two family dwellings, requiring an outside disconnect marked per 230.85(B) with specific wording depending on whether it is a service disconnect, a meter disconnect, or a disconnect not suitable as service equipment.

Field takeaway

You can still have up to six service disconnects. Each has to live in its own enclosure and they all have to be grouped and labeled. For most one and two family work the simpler path is a single main disconnect plus the 230.85 emergency disconnect outside, then feed everything downstream as feeders.
