Do luminaires on an emergency circuit need a disconnecting means?
Generally no. The luminaire disconnect rule in 410.130(G) carries a specific exception for emergency illumination, and that exception exists for a good safety reason.
The base rule
Section 410.130(G)(1) of the 2023 NEC requires that in indoor locations other than dwellings and associated accessory structures, fluorescent luminaires that utilize double ended lamps and contain ballasts that can be serviced in place shall have a disconnecting means either internal or external to each luminaire. The disconnect has to simultaneously break all supply conductors to the ballast, including the grounded conductor if any. It must be accessible to qualified persons before servicing or maintaining the ballast, and where the disconnect is external to the luminaire it must be a single device attached to the luminaire or within sight of it. The line side terminals of the disconnect must be guarded.
Section 410.130(G)(2) applies the same requirement to other than fluorescent luminaires with double ended lamps.
The exceptions
Section 410.130(G)(1) carries several exceptions. Cord and plug connected luminaires with an accessible disconnecting means are exempt, since unplugging the fixture already meets the intent. Luminaires installed in hazardous classified locations are exempt. Luminaires supplied from multiwire branch circuits are covered by their own conditions. And critically, luminaires that are used for egress lighting and supplied by emergency circuits are exempt from the disconnect requirement.
The reasoning is straightforward. The whole point of an emergency lighting circuit is that it stays energized. Putting a maintenance disconnect on every emergency luminaire creates dozens of opportunities for someone to leave the egress lighting dead after a relamp, and nobody notices until the building is dark during an evacuation. The code trades the servicing convenience for circuit reliability.
What still applies on emergency circuits
Section 700.10(B) requires emergency circuit wiring to be kept entirely independent of all other wiring and equipment, with the listed exceptions for transfer equipment, luminaires supplied from two sources, and common junction boxes attached to those luminaires. Section 700.10(A) requires emergency circuit boxes and enclosures to be permanently marked so they are readily identified as a component of an emergency circuit or system. Section 700.5 and 700.12 cover the transfer equipment and the alternate source. Section 700.16 covers emergency illumination generally, including the requirement that failure of any individual lighting element cannot leave any space in total darkness.
Field takeaway
You do not have to put a disconnect on a luminaire that forms part of required emergency egress illumination. You do have to mark every box and enclosure on that circuit as emergency, and you have to keep the emergency wiring independent of the normal wiring. On the normal lighting in the same building, the double ended fluorescent and LED retrofit fixtures still need their disconnects.
