How many inches of free conductor are you allowed in a junction box?
Section 300.14 of NEC 2023 requires at least 6 inches of free conductor, measured from the point in the box where the conductor emerges from its raceway or cable sheath, to be left at every outlet, junction and switch point for splices or connections to devices. Where the opening to the outlet, junction or switch point is less than 8 inches in any dimension, each conductor must also be long enough to extend at least 3 inches outside the opening.
How the measurement works
The 6 inches starts where the conductor leaves the cable jacket or raceway, not at the outside face of the box or the connector. On a plastic device box with a cable clamped through a knockout, the sheath is stripped inside the box, so the measurement begins right at the end of the sheath. That is why a conductor can look long enough at the plaster ring but still fail the rule.
The 3 inch requirement is separate and additive in effect. Nearly every device box is less than 8 inches in a dimension, so both numbers apply at once. In a deep 4 inch square box with a mud ring, you need the 6 inches from the sheath and enough of that length to project 3 inches past the mud ring opening, which often means running closer to 8 inches of conductor.
The exception
Conductors that pass through a box without splice or termination are exempt. If a circuit simply runs through a junction box on its way somewhere else and is not spliced, tapped or landed on a device, no free length is required. Everything that gets spliced or terminated is covered by the rule.
Why it matters beyond the inspection
The rule exists so a device can be pulled out for troubleshooting or replacement without disturbing the splice, and so there is enough length to re strip and reterminate at least once. Short conductors are the leading cause of the second call back, because a device replacement on a 3 inch tail leaves nothing to work with and the installer ends up adding a pigtail in a box that has no volume left for it.
That leads to the related rule. Every splice device counts toward box fill under 314.16(B)(1), where all conductors of the same size get one volume allowance each and the largest conductor in the box sets the allowance for the equipment grounding conductors, which together count as a single volume. Devices count as two volume allowances based on the largest conductor connected to them under 314.16(B)(4). Leaving generous conductor length only works if the box is sized for the splices that length invites.
Field takeaway
Leave 6 inches from the sheath and at least 3 inches past the box opening on anything you will splice or terminate. Pass through conductors are exempt, and box volume needs to be calculated for whatever ends up in there.
