Does It Matter If You Put the Surge Protector on the Panel or the Meter?

A user asked the app whether a whole home surge protector belongs at the panel or out at the meter. Both locations can satisfy the code requirement. The difference is the device type each location demands and how close the protection sits to what you are protecting, which is where the performance argument lives.

What the code requires

NEC 2023 230.67 requires a surge protective device for all dwelling unit services, for replaced service equipment, and it must be a Type 1 or Type 2 SPD. Type 1 devices are listed for installation on the line side of the service disconnect, which is the meter side of the system; meter socket adapter SPDs and lugs ahead of the main are Type 1 territory. Type 2 devices install on the load side of the service disconnect, which is the familiar breaker mounted or DIN style unit inside or beside the panel. Article 242 Part II carries the installation rules, including 242.24, which says to keep the SPD leads as short and straight as practicable.

Why lead length beats location theory

An SPD works by clamping a surge and diverting it to ground, and every inch of lead adds inductance that raises the let through voltage the house actually sees. A Type 2 unit nippled directly into the panel with 6 inch leads routinely outperforms a meter mounted device that is electrically farther from the branch circuits and grounded through a longer path. The practical ranking is simple: closest to the loads with the shortest leads wins. Meter mounted Type 1 devices earn their keep where the utility permits them and panel space is impossible, and they add a layer ahead of the main for direct service hits.

Layering and the fine print

Nothing prevents both. A Type 1 at the service plus a Type 2 at a downstream subpanel plus Type 3 point of use strips at the electronics is the textbook cascade for lightning country. Check the SPD's short circuit current rating against the available fault current at its location per 242.14, and remember 230.67(C): if the SPD is not integral to the service equipment, it counts as a separate circuit and connection. On service upgrades, the SPD requirement applies even though the house wiring is untouched, so bid it into every 200 amp panel swap.
